rhel: disable DELL_RBU and cleanup related deps

Disable DELL_RBU on RHEL, it already is on Fedora, and also FW_LOADER_USER_HELPER as only it and LEDS_LP55XX_COMMON, which nothing enables, uses the FW user help interface. The Dell Remote BIOS Update dates back to HW from 20 odd years ago.
