[redhat] fix self-test and refresh license field

A license check error is being reported in our daily build. This refreshes the License field after regenerating it using ./redhat/scripts/kspdx-tool/kspdx.py.

The refresh is due to: 836d13a6 ('xz: switch from public domain to BSD Zero Clause License (0BSD)')

Updated 2001-dist-release.bats self-test to better identify the dist-release commit.
