redhat/configs: enable some regulators for RHEL

Enable the regulators below for aarch64 for RHEL, note that they're already enabled for Fedora:

  • REGULATOR_ARM_SCMI
  • REGULATOR_PCA9450
  • REGULATOR_PF8X00
  • REGULATOR_PWM
