redhat/configs: remove CONFIG_DMA_PERNUMA_CMA and switch CONFIG_DMA_NUMA_CMA to off

Jerry Snitselaar requested to merge jsnitsel/kernel-ark-old:dma-cma-fixup into os-build

CONFIG_DMA_PERNUMA_CMA was replaced by CONFIG_DMA_NUMA_CMA, so remove the old one, and continue to leave the option off with CONFIG_DMA_NUMA_CMA.
