Enable CONFIG_USB_ONBOARD_HUB for RHEL

A lot of Edge HW devices, both aarch64/x86_64, have onboard USB hubs, so this config is needed in RHEL. We can just match the value of =m that is already present in Fedora and just promote it to a common config.
