Draft: redhat: include kernel.changelog in linux tarball

kernel.changelog can get big, specially in downstream distros. Committing large files in dist-git is not desireable, add it to tarball instead (which is stored on lookaside).

Also address a race that's behind sporadic failures, where clean of SOURCES runs in parallel to other targets.
