gitlab-ci: enable all variants for rawhide/eln builder image gating

Automatic builder container image updates broke the llvm builds.

To take care of this in a holistic way, enable gating pipelines for all Rawhide/ELN kernel variants by mirroring all existing MR jobs. Where MR jobs were commented out, the corresponding gating jobs were commented out as well.
