redhat/configs: Enable UCLAMP_TASK for PipeWire and WirePlumber
PipeWire and WirePlumber use this feature to self-schedule on CPUs with heterogeneous core architectures (P/E core, big.LITTLE, etc.) to use low-power/efficiency cores instead of using high-power/performance cores.
