Make CONFIG_ADDRESS_MASKING consistent between fedora and rhel

Commit 654de79d ("enable CONFIG_ADDRESS_MASKING for x86_64") enabled CONFIG_ADDRESS_MASKING for x86_64, but only enabled it for Fedora. This MR moves the files to redhat/configs/common/generic and redhat/configs/common/generic/x86 respectively so that configs are identical between Fedora and RHEL.
