Extend ARK/ELN CI pipelines

ARK:

  • add debug pipeline for aarch64/x86_64
  • add baseline pipelines

ELN:

  • require successful pipelines if started automatically
  • run RH selftests
  • build SRPM for bot changes
  • add baseline pipelines
