redhat/configs: arm: enable SERIAL_TEGRA UART for RHEL

SERIAL_TEGRA is one of several types of UARTs on the Nvidia Orin SoC. Let's enable it for RHEL since RHEL already has support for Orin. This uncovers two other configs which we are not interested in for RHEL, so set them disabled.
