redhat/configs: rename ark config directory to rhel

Clark Williams requested to merge clrkwllms/kernel-ark:os-build-ark2rhel into os-build

The kernel-ark redhat/configs directories named 'ark' and 'pending-ark' have always been the RHEL config dirs but were named 'ark'. This has caused no end of confusion. Fix this by renaming the ark and pending-ark directories to rhel and pending-rhel and updating related docs and scripts.
