redhat/configs: enable CONFIG_TEST_LIVEPATCH=m for s390x
To facilitate development and testing, add s390x to the list of arches to build the kselftest livepatch modules.

The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
