ark: enable wifi on aarch64

The aarch64 architecture currently has wifi disabled. There's a lot of Edge hardware that requires wireless support. This removes the explicit wireless disable for ark:aarch64 and cleans up the MAC80211_RC_DEFAULT so it ends up the same everywhere, the only place it differed didn't have any impact as the arches it impacted has wifi disabled.
