RHMAINTAINERS: Add new maintainers for Automotive

This series add new maintainers and reviewers for automotive program. We should expect a low activity inside kernel-ark for automotive. But any Qualcomm change should notify automotive folks who are stakeholders of the drivers. We probably use the os-build-rt in the future, getting the advantage of generating variants. For now, we should just have the proper persons assigned.
