Fix typo in Makefile for Fedora Stable Versioning

Justin M. Forbes requested to merge jmflinuxtx/kernel-ark:fedora_Makefile_typo into os-build

Commit e9d807ca got rid of the special rhel versioning for Fedora but I accidentally moved the SNAPSHOT=0 into the not fedora section when it was added for Fedora to begin with. This resulted in all builds for stable fedora being debug builds. This just moves it back out where it belongs.
