redhat: disable tv/radio media device infrastructure

The analog and digital tv tuners and (FM) radio devices don't see much play in RHEL server environments. We've never really updated them in any major release, and have no evidence they're actively used by any RHEL customers. These devices primarily come into use by hobbyists, who would rather have a newer kernel with newer drivers and features anyway, and the linux-media team maintains a way to build their latest bits against older kernels should people really want to use these devices with a RHEL base. Rather than build and ship drivers for hundreds of devices we don't think anyone is actually using and we have no testing or support infrastructure for, we ought to disable them.
