Turn on CONFIG_RANDOM_TRUST_BOOTLOADER

While doing the rng rewrites, the upstream maintainer was looking to see which distros enabled RANDOM_TRUST_BOOTLOADER, and reached out to us to ask why not. This came in during the 5.4 cycle, and I did not review it, but do agree that it should be enabled.
