redhat/configs: Enable CONFIG_DM_MULTIPATH_(HST|IOA)

RHEL customers have requested support for the dm-multipath historical-service-time path selector (CONFIG_DM_MULTIPATH_HST).

Also, Commit 66051188 ("Update CONFIG_DM_MULTIPATH_IOA") enabled CONFIG_DM_MULTIPATH_IOA in common, but left in disabled in fedora. Remove the fedora config so it uses the common one.
