common: serial: build in SERIAL_8250_LPSS for x86

pbrobinson requested to merge pbrobinson/kernel-ark:tty-serial-ElkhartLake into os-build

This is the serial driver for Intel Elkhart Lake, plus a few others, and it needs to be built in for serial console output on x86. This is no change for ARK, but moves this to common/generic/x86.
