[redhat] Add CONFIG_SYSTEM_REVOCATION_KEYS and _LIST

Add CONFIG_SYSTEM_REVOCATION_KEYS and CONFIG_SYSTEM_REVOCATION_LIST options.
Make them disabled since there are no revoked certificates embedded.
