[redhat] Add a script to automatically rebase ARK patches and config

This adds two new scripts to perform rebases of the ark-patches and internal branches.

If a patch fails to apply during the rebase of ark-patches, it is dropped and an issue is filed for maintainer follow-up. Likewise, if upstream cannot be merged into internal, an issue is filed so a maintainer can manually resolve the conflict.
