builder: Add riscv64 cross compiler

I am not sure if this is the correct change to add support for the riscv64 cross compiler. I was told to "file an MR for https://gitlab.com/cki-project/containers/-/blob/main/includes/builder?ref_type=heads#L196 to include the appropriate cross compilers/binutils; this most likely needs a separate block of _AT_LEAST_ELN (if the dependencies are available there) or _AT_LEAST_RAWHIDE (for only Rawhide)". I did what I best assumed would work. Please let me know what other changes are needed if any.
