Expand coverage of stable mailing list part 2
More coverage of the stable mailing list #2 (closed) .
This time coverage for version-specific patches and *-next tagged patches were added.
Also, patches with leading zeroes in their numbering have been included. This was missed
in the last merge request.
Version strings in the form of 4.4 or 4.19 are not included, as this will include the
stable commit reviews that the stable maintainers send out. This will be done in a
separate merge request, as the changes to the patch lists would be enormous.
