5.10.y-cip/x86: Add CONFIG_USER_NS and CONFIG_MEMCG to cip_qemu_defconfig

Enable CONFIG_USER_NS and CONFIG_MEMCG in cip_qemu_defconfig. This change aligns cip_qemu defconfig with siemens_ipc227e defconfig with respect to the user namespace and Memory Resource Controller for Control Groups

This feature is already in scope for cip-kernels.
