update zynqmp config files

Hiraku Toyooka requested to merge hiraku-wfs/cip-kernel-config:update_zynqmp into master

Current zynqmp config files for 4.19 and 5.10 include non-existing configs, so I remove them. In addition, I enable some zynqmp-related configs in the config file for 5.10.
