4.19.y-cip/x86: Enable CONFIG_IKCONFIG_PROC in Siemens ipc227e
Enable CONFIG_IKCONFIG_PROC and make CONFIG_IKCONFIG as inbuilt. This enables config access via /proc/config.gz and aligns the config with respect to other CIP boards.
CONFIG_I2C was automatically removed while generating defconfig through savedefconfig.
