shmobile_defconfig updates

Chris Paterson requested to merge patersonc/cip-kernel-config:shmobile_defconfig_updates into master

Update the renesas_shmobile_defconfig kernel configurations to match was is present in the corresponding CIP Kernel (arch/arm/configs).

These configurations have been boot tested with the latest CIP Kernel tags: v4.4.176-cip31: https://lava.ciplatform.org/scheduler/job/1217 v4.19.13-cip1: https://lava.ciplatform.org/scheduler/job/1215
