Cinc Client v17.2.29 throws LoadError: 126: The specified module could not be found.
I receive the following error when using Cinc Client v17.2.9:

Cinc Client: 17.2.29
I do not receive this error when using Chef Client v17.2.9, or even Cinc Client v15.14.0. Tested on Windows Server 2019 and Windows Server 2012 R2 Standard.
I have verified that the C:/cinc-project/cinc/embedded/lib/ruby/3.0.0/x64-mingw32/openssl.so
file does exist:
