Use "node['dhcp-wrapper']['network-interface']" attributes for
configuration with the meta-recipe "network-interface" which transforms
them to resources.

"initscripts" package may be needed if interfaces have to be restarted.

Remove now-useless test-set-ip cookbook.

Set a smaller range for tests, resulting in a more logical attribution
order.
