Disable CI pipeline for Weblate branches

Update's gitlab CI pipeline with workflow rules so the pipeline jobs will not run on Weblate's branches (which start with weblate-censorship-no. However, it should still run for MRs made from the Weblate repo. The purpose of this is to, prevent Weblate from running out of minutes on shared gitlab runners, but also still be able to run our pipelines prior to merging the Weblate's changes into our repo.
