Update Android-Components to v116.0

This MR updates Ceno Browser to mozilla's v116.0 release of android-components. This update required a few more changes than usual since v116 was a significant update for Mozilla's libraries (v115 is the new ESR, so they were waiting for v116 to make bigger changes). Most relevant to building Ceno is that components-v116 requires Java 17, so keep an eye out for that if y'all run into build issues. Other required changes were copied from the reference-browser, which is typically ahead of us on these updates.
