This MR updates Android-Components to 128.0.

The update to 128.0 broke many of the strings related to Add-ons. Also it changed one of Add-on related APIs involving asking for permissions. I'm not confident that installing custom Add-ons works at all anymore, so I think it is better to just hide the option in the settings menu until we have time to actually implement the feature correctly.
