Update suggested sites and minor UI change

This MR removes the BBC from the default list of suggested sites as recommended in #128, shortening the list to only four sites so it looks more clean on the home page. This is only an initial step of a larger update of how/which suggested sites are presented to users in different locales.

I also threw in a extra commit related to the home page UI. I noticed that Ceno wordmark on the home page can be visibly seen changing from black to blue when the fragment loads. This has bugged me for awhile (or at least since true dark mode was implemented), so I just made the entire logo blue by default.
