Auto-op feature (reland)

Reland of !5 (merged), now without crashing if some configuration sections are missing.

• Adds new [AutoOp] section to decbot.ini
• This lists hosts to auto op
• Auto op happens whenever decbot gets ops
• Auto op happens whenever someone joins a channel
• Auto op can be forced with the /op command or reloading the config

Quit command

• Adds new /quit command
• Quits IRC and closes the application

Cycle command

• Adds new /cycle command
• Takes a list of channels and cycles (parts and joins)
