load justify plugin to enable text align

This PR adds the align plugin to the edit article ckeditor so the alignment buttons appear and are available to the editor. you can try it at http://localhost:2354/admin/articles/edit/cdlj/291. at the same time write < > and check the source to see that the characters were encoded.
