Docs: update docker-compose installation for python 3.12+

Summary

This MR updates the FRAMEWORK_INSTALL.md guide to support users on newer operating systems and Python versions (specifically Python 3.12+).

It addresses the common externally-managed-environment error that developers face when running pip install docker-compose globally by adding instructions for using the --break-system-packages flag or falling back to the system package manager (apt).

This should make the onboarding process significantly smoother for new contributors!
