Design ADD button (restricted to access) to show on public (and admin) indexes

We need to have a link to the add method for each entity available on the public side but seen only by users with proper access. This link should take the form of a visible button that overlays on the template. I suggest this button should be a round blue circle with a large white + in the middle (or the contrary, with shadow around the circle), exactly like with Google drive/calendar. In the desktop version, we also see the word "Add", while in the mobile (tablet and phone) we only see the plus. This add link should be available on all public indexes (except Cooked Agade)
