check that the number of lines match between atf and conll
Description: When a user contributes linguistic annotations, those annotations should be checked against the transliteration of the text. A possible workflow would be:
- count the lines with content in the annotation file
- convert the atf to cdli-conll using the atf2cdli-conll converter
- count the lines in the new conll file
- compare counts
- issue error if counts are not the same in an explicit manner
Timeframe: 1 week
Deliverable: Improvement in the checks before importing linguistic annotations to the database

@epageperron started a discussion: (+4 comments) this is a partial annotation only I don't think it should go in. Could we add a check that the number of lines match or something like that?
