fix: fix Win32 link opening compatibility

CM_Get_Device_Interface_PropertyW is only compatible with Windows Vista and later. We can, with minimal effort, be compatible with Windows 2000 and Windows XP, so let's do it!

  • Added a build-mingw32 pipeline job (while we're at it)
  • Tested on a Windows XP VM
  • Tested on my Tiny Eleven VM
