Tox Python 3.7 tests do not run against multiple versions of Django
I have found poetry and tox very difficult to configure in a way that works together. Most tox tests export a requirements.txt without Django and pip install the list to avoid using Poetry in the tox test. This avoids unwanted upgrades to Django. However, the Python 3.7 tests fail with an error `ModuleNotFoundError: No module named 'zipp'
This makes me want to kill myself. To avoid such dire ramifications, I have decided to stop spending time investigating the issue. My current script is very ugly and if anyone knows how to make tox with work with poetry please open a merge request. The goal with using tox is to test a matrix of multiple Django and Python versions together. Ideally we would support every version of Django and Python that is current officially supported.
Poetry is desirable because it makes it much easier to set and pin compatible package versions. I would not want to remove Poetry.
