test: Disable mockforward scheduler unit test for now

Dagur Valberg Johannsson requested to merge dagurval/bitcoin-cash-node:mockforward into master

Backport of PR18211.

It could take a while to backport the refactor that fixes the issue (see #180 (closed)). In the meanwhile, we can disable it to fix CI false failures.
