[QA] Set a project rule and a guideline related to merge request review periods

freetrader requested to merge freetrader/bitcoin-cash-node:feature/rule_for_24hrs_review_time_before_merge_except_emergency into master

For non-trivial changes, merge requests should sit for 36 hours to allow ample time for review.

Consensus changes are always to be treated as non-trivial.

Only exceptions for some kind of emergency fix, which should be explained in the MR comments as usual.

Also add a guideline that maintainers should notify ahead of time when they are unavailable for longer periods (e.g. vacations), to allow others to step in.
