Import CI dockerfile and bump debian version

Dagur Valberg Johannsson requested to merge dagurval/bitcoin-cash-node:ci-bump into master

This imports the CI dockerfile from external repository and bumps the debian base image to latest stable.

Also needed to bump clang version for this.
