[port] Update ZMQ library

This is a mix ports from Core and ABC. The aim is to update ZeroMQ library stored in the depends folder.

In order to that a bunch of not strictly related to zmq PRs/DIFFs got merged along the way. Namely expat and qt have been upgraded also. The later was a minor upgrade from Qt 5.9.6 to 5.9.7.

The version to which ZeroMQ library has been updated to is 4.3.4.
