WIP: [qa] Update functional test timing data (timing.json)

freetrader requested to merge freetrader/bitcoin-cash-node:qa/update_test_timings_for_v23_0_0 into master

Updates the timings which control whether functional tests fall into the regular set or the 'extended' set (> 40s runtime).

Opening in WIP for review - we may want to adjust the threshold.
