Add `SkipLink` component

This is a preparation for portal#508 (closed)

By the way, this is not as easily testable in Storybook as unfortunately Storybook has its own skip link... Just press tab once, press enter to get to the content of Storybook, then press tab again to test it! It then opens on a new site (this is only a storybook specific thing, it doesn't happen on portal).

Can you please make a release as soon as this is merged? I'll then submit an MR for portal to integrate the skip link there 😃
