docs: Initial readme update

What:

  • Updated instructions in readme.md file
  • Dev Envinroment setup (with venv)
  • pip-tools setup instructions
  • Add pyenv version 3.7.8
  • Test works on Linux and Mac
  • TODO project list in the README
  • Argcomplete autocompletion

Why: Lets us install ansible, pip-tools
