Bug: deaktivating home rooms will probably not disable them.

Description

As mentioned in previous Issue (#91 (closed)), the personal rooms bug applies also for home rooms.

Expected behaviour

When home rooms are disabled, no users should be able to access them.

Steps to reproduce

1. Copy direct link to home room (they have to be active)
2. As staffuser deactivate home rooms in general parameters
3. Connect to copied link

Acceptance criteria

• User cannot access home room when deactivated
