Resolve "Template Groups can be deleted in the Group Admin panel breaking sync_templates"

Not added a changelog entry as no one can use this feature yet, but happy to add one if you think it should be there.

Testing Notes

• Can no longer see any template groups in the admin group dashboard
• Can't delete template groups via a manual rest request
